Chris Bromley is a founding member of McHugh Bromley, PLLC, a law firm focusing on water law and administrative law. Through his practice, Chris represents water users in front of the Idaho Department of Water Resources (“IDWR”) in matters involving water rights and water administration. Chris proudly represents many commercial and municipal water right users who rely on providing clean and safe drinking water to their constituents.
Prior to founding McHugh Bromley, Chris served as a deputy attorney general for ten years. During his decade of service, Chris advised three directors of IDWR on water law, administrative law, and water policy. Chris represented IDWR in two main capacities: (1) as the lead deputy attorney general in the Snake River Basin and Coeur d’Alene-Spokane River Basin adjudications; and (2) as the lead deputy attorney general in Idaho’s three seminal conjunctive administration management delivery call cases: A&B Irrigation District; Surface Water Coalition; and Thousand Springs. In each of the delivery calls, Chris represented IDWR at the administrative hearings, on review before the district court, and successfully defended the Director’s orders on appeal before the Idaho Supreme Court. In 2012, and based on his service in the delivery calls and water adjudications, Chris was awarded the Jim Jones award by the Conference of Western Attorney Generals.
